What this bill does

In plain words · AI-written from the official summary

Boosts preference for government-run military arsenals

This bill creates a five-year pilot program that encourages private companies to work with government-owned and operated Army arsenals when bidding for military contracts. The Department of Defense would give preference to bids from private partners that use these arsenals, and would penalize competing bids that don't by adding 20% to their price. The bill also encourages use of the Army's Advanced Manufacturing Center of Excellence and requires that at least 25% of work in these partnerships be done by DOD employees.

How it affects you

This mainly affects private defense contractors and government employees at Army arsenals. Contractors who partner with government arsenals would gain an advantage in winning military work, while those who don't would face higher price penalties in competition. DOD employees at arsenals could see more work come their way through these preferred partnerships.
