H.R. 45 · Where this bill is now

Introduced in the House, sent to the Committee on Oversight and Government Reform, Jan 3, 2025
What this bill does
In plain words · AI-written from the official summaryRequires contractors to not discriminate against firearm businesses
The federal government currently enters into contracts with many private companies for goods and services. This bill would require those contractors to certify that they don't have policies discriminating against firearm businesses, ammunition dealers, or firearm trade associations—and that they won't adopt such policies while working on the federal contract. The requirement would apply to major contractors and their subcontractors, with some exceptions for special situations.
How it affects you
If you work for a company that contracts with the federal government, this could affect your employer's policies. Companies bidding on federal contracts would need to ensure they comply with this non-discrimination requirement or face penalties. The rule wouldn't apply to certain sole-source contracts, which are awarded to a single vendor without competitive bidding.

Firearm Industry Non-Discrimination Act or the FIND Act
This bill prohibits the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition, or related products.
Specifically, the bill requires a federal agency to include in each contract for the procurement of goods or services awarded by the agency a clause requiring the prime contractor to certify that it (1) has no policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association; and (2) will not adopt a policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association during the term of the contract.
The bill establishes (1) a similar requirement with respect to subcontracts, and (2) penalties for violations.
The bill makes such prohibition inapplicable to a contract for the procurement of goods or services that is a sole-source contract.
