What this bill does

In plain words · AI-written from the official summary

Keeps FAA funding flowing if Congress stalls

When Congress can't agree on a budget before a new fiscal year starts, the FAA could run out of money. This bill sets up an automatic backup: it lets the FAA keep spending from the Airport and Airway Trust Fund at last year's level until Congress passes a real budget. The automatic funding lasts up to 30 days, giving lawmakers time to figure things out.

How it affects you

If you fly, this matters because it helps ensure the FAA can keep operating air traffic control, airport inspections, and safety programs even during budget standoffs in Congress. Without this kind of backup plan, an FAA shutdown could disrupt flights and delay travel.

Aviation Funding Stability Act of 2025

This bill provides continuing appropriations to the Federal Aviation Administration (FAA) if (1) an appropriations bill for the FAA has not been enacted before a fiscal year begins, or (2) a joint resolution making continuing appropriations for the FAA is not in effect.

Specifically, the bill provides appropriations from the Airport and Airway Trust Fund at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year.

The bill provides the appropriations until the earlier of (1) the date on which the applicable regular appropriations bill for the fiscal year or a joint resolution making continuing appropriations becomes law, or (2) the date that is 30 days after the first day of a lapse in appropriations.
