What this bill does

In plain words · AI-written from the official summary

Requires training for federal supervisors

This bill sets up new training requirements for people who supervise federal employees. Each federal agency must create programs where supervisors get individual development plans, learn about employee rights and what personnel practices are off-limits, and receive guidance if they're new to the role or struggling. Supervisors would need to complete this training within a year of becoming a supervisor, then every three years after that.

How it affects you

If you work as a supervisor in a federal agency, you'll be required to go through these training programs on a regular schedule. The changes also affect federal employees indirectly, since the training is meant to help supervisors better manage performance and follow the rules about employee rights.

Federal Supervisor Education Act of 2025

This bill expands the training requirements for federal government supervisors.

Specifically, the head of each agency, in consultation with the Office of Personnel Management (OPM), must establish programs (1) for supervisors to have individual development plans that include training on how to foster performance goals and objectives for employees, (2) to train supervisors on employee rights and prohibited personnel practices, and (3) to provide guidance and advice to new or underperforming supervisors.

Supervisors must complete the training under this bill not later than one year after the individual is appointed to the position of supervisor and every three years thereafter.

The OPM must issue (1) regulations to implement these training requirements, and (2) guidance to agencies about the competencies supervisors are expected to meet to effectively manage the performance of employees. Agencies must assess supervisors in accordance with this guidance.
