Paragraph (2) of section 10314(b) of the Research and Development, Competition, and Innovation Act (42 U.S.C. 18994(b)U.S. Code — Title 42, Section 18994(b)View official source on GovInfo) is amended— (1) by inserting and biennially thereafter after Not later than 1 year after the date of enactment of this Act; (2) by striking the results of an assessment and inserting a plan for initiating and maintaining a data collection and analytical capability within the National Center for Science and Engineering Statistics; and (3) by striking surveys on— and all that follows through discretion of the Director and inserting surveys on the skilled technical workforce.
