What this bill does

In plain words · AI-written from the official summary

Expands safety screening for commercial truck drivers

This bill makes it easier for trucking companies to look up a driver's crash history and safety violation records during the hiring process, not just before they're hired. It also changes how drivers can appeal if they believe their safety record information is wrong, requiring that someone different from the person who recorded the violation reviews the appeal.

How it affects you

If you work as a commercial truck driver, trucking companies will be able to check your safety history more easily when considering you for a job. If you've had a safety violation recorded and want to challenge it, your appeal will now be reviewed by someone who wasn't involved in the original decision, which could make the process fairer.

Motor Carrier Safety Screening Modernization Act

This bill expands and modifies a commercial vehicle operator safety screening program to allow the motor carrier industry to access an individual operator's crash and serious safety violation inspection history during employment. Under current law, this Federal Motor Carrier Safety Administration (FMCSA) program provides information for pre-employment screening.

The bill also directs FMCSA to revise the appeals process for DataQs to require an appeal to be decided by a person other than the person that issued the violation. DataQs is the online system for motor carriers and commercial motor vehicle drivers to request and track a review of federal and state crash and inspection data that the requestor believes is incomplete or incorrect.
