What this bill does

In plain words · AI-written from the official summary

Creates Capitol Police fund for budget lapses

This bill sets up a special fund that the Capitol Police can use to pay officers and cover operating costs when Congress hasn't approved their budget yet. The fund would hold money in advance so the force can keep running and paying staff even during gaps in funding. Any money left over by the end of 2026 would be sent back to the Treasury and cancelled.

How it affects you

This change affects Capitol Police officers directly, ensuring they continue to receive paychecks and the department can function during budget breaks. For the public, it helps maintain security operations at the Capitol without interruption when appropriations are delayed. This doesn't significantly impact everyday people outside the Capitol Police workforce.

United States Capitol Police Reserve Fund Act of 2026

This bill establishes the United States Capitol Police Reserve Fund for the payment of employee salaries and necessary expenses of the U.S. Capitol Police (USCP) during a lapse in appropriations for the USCP. The bill also provides appropriations for the fund.

The fund may only be used to make payments for employee salaries and necessary expenses of the USCP after the start, and before the end, of a lapse in appropriations with respect to the USCP.

Under the bill, any amounts that remain in the fund and have not been used as of December 31, 2026, must be transferred to the Department of the Treasury and rescinded. The unused funds must be transferred by January 31, 2027.
