What this bill does

In plain words · AI-written from the official summary

Reverses Medicaid changes from recent legislation

This bill would undo Medicaid provisions that were added under what's known as the One Big Beautiful Bill Act. Specifically, it would eliminate requirements for Medicaid expansion enrollees to do community service or work to keep their coverage, remove restrictions on federal Medicaid payments based on immigration status, and lift limits on taxes that states can place on Medicaid providers.

How it affects you

If you're enrolled in Medicaid as part of the expansion population, you would no longer have to meet work or community service requirements to stay covered. Immigrants with certain legal status would also regain eligibility for Medicaid coverage. States might have more flexibility in how they fund Medicaid programs for healthcare providers.

Protecting Health Care and Lowering Costs Act of 2026

This bill repeals the Medicaid provisions that were enacted under what is commonly known as the One Big Beautiful Bill Act.

Among other provisions, the act (1) requires individuals who are eligible for Medicaid as part of the Medicaid expansion population to engage in community service, work, or other activities in order to qualify for Medicaid; (2) generally restricts, beginning in FY2027, federal payment for Medicaid and CHIP to services for individuals who are U.S. residents and are either U.S. citizens, lawful permanent residents, Cuban-Haitian entrants, or Compact of Free Association migrants lawfully residing in the United States; and (3) generally limits Medicaid provider taxes beginning in FY2027.
