What this bill does

In plain words · AI-written from the official summary

Bans devices that speed up semiautomatic firearms

This bill prohibits importing, selling, making, transferring, or owning devices designed to make semiautomatic firearms fire faster. It also covers devices or modified firearms that increase the firing rate or make a regular gun work like a machine gun. The bill would add these modified firearms to the list of heavily regulated weapons under federal firearms law.

How it affects you

If you own a semiautomatic firearm, you would not be allowed to modify it or attach devices to increase how fast it fires. Manufacturers and sellers of these devices or modified guns would be prohibited from making and distributing them. Most everyday gun owners would not be directly affected unless they own or want to use such devices or modifications.

Banning Unlawful Machinegun Parts Act or the BUMP Act

This bill generally prohibits the import, sale, manufacture, transfer, receipt, or possession of

• a device that is primarily designed, or redesigned, to increase the rate of fire when attached to a semiautomatic firearm;

• a device, part, or combination of parts that is designed and functions to increase the rate of fire of a firearm; or

• a semiautomatic firearm that has been modified to materially increase the rate of fire or to approximate the action or rate of fire of a machine gun.

Additionally, the bill adds to the list of firearms subject to regulation under the National Firearms Act semiautomatic firearms that have been modified to materially increase the rate of fire or approximate the action or rate of fire of a machine gun.
