What this bill does

In plain words · AI-written from the official summary

Flood-prone communities must plan to reduce risk

This bill requires communities that participate in the National Flood Insurance Program and have experienced repeated flooding to assess their flood risks and create a public plan to reduce future damage. FEMA would provide communities with data to help them develop these plans, and would consider a community's progress on flood mitigation when awarding grants for flood protection projects.

How it affects you

If you live in a community that has been repeatedly flooded and is part of the National Flood Insurance Program, your local leaders would need to develop and share a plan to reduce flood damage in your area. Communities that don't comply with these requirements could face program suspension or other penalties.

Repeatedly Flooded Communities Preparation Act

This bill establishes requirements for a community that participates in the National Flood Insurance Program and has been repeatedly flooded.

Specifically, a community that has been repeatedly flooded, as specified by the bill, must (1) assess the continuing risks to community areas repeatedly damaged by floods; and (2) develop and implement a publicly available, community-specific plan for mitigating continuing flood risks to such areas.

The Federal Emergency Management Agency (FEMA) must, upon request, provide a community with appropriate data to assist in preparation of the required plan.

In making decisions with respect to awarding flood risk mitigation grants, FEMA may consider the extent to which a community has complied with these requirements and is working to remedy problems with repeatedly flooded areas.

A community that does not comply with these requirements may be subject to sanctions, including suspension from the program.
