What this bill does

In plain words · AI-written from the official summary

States get more flexibility with highway funding

Ever wonder how states decide what road improvements to prioritize. Right now, states receive federal money for different types of highway projects—like fixing bridges, improving freight routes, or reducing traffic congestion—but they can only move 50% of funding from one program to another. This bill increases that flexibility to 75%, letting states shift more money between these seven different highway programs based on what they need most.

How it affects you

This change affects state and local leaders who manage road projects. With more flexibility to move funding around, they can respond faster to local transportation problems without waiting for federal approval to redirect money. The summary doesn't describe how this will change the roads or services most people experience directly, but it does give states more tools to customize how they spend their federal highway budget.
