What this bill does
In plain words · AI-written from the official summaryTraining assistance won't count against food aid
When people apply for SNAP food assistance, the government looks at their income to decide if they qualify. This bill says that money from certain job training and employment programs—like programs that help people learn new skills or get work experience—won't count as income. It also means that earnings from on-the-job training won't be counted either.
How it affects you
If you're receiving job training through programs like workforce development or vocational rehabilitation, this could help you keep your SNAP food assistance benefits while you're learning and earning. Right now, that training money and those earnings can reduce your eligibility, so this change makes it easier for people in training programs to qualify for or keep getting food assistance.

Training and Nutrition Stability Act of 2025
This bill excludes specific employment and training program allowances, earnings, and payments from income when determining eligibility for the Supplemental Nutrition Assistance Program (SNAP). (Under SNAP, a household must have an income below a certain level to qualify for program benefits.) Examples of programs excluded from income include Workforce Innovation and Opportunity Act (WIOA) programs, vocational rehabilitation programs, and refugee employment programs.
This bill also removes the requirement that earnings from on-the-job training be considered earned income for purposes of determining SNAP eligibility.
