What this bill does
In plain words · AI-written from the official summaryPlant biostimulants freed from pesticide rules
Ever wondered why some plant-boosting substances get treated like pesticides when they're not actually meant to kill anything. This bill takes certain plant biostimulants—substances and microorganisms that help plants grow using their natural abilities—out of federal pesticide regulations. It focuses on biological biostimulants and synthetic versions that look like natural ones, plus nutritional chemicals and vitamin products. The bill also tells the Department of Agriculture to study which biostimulants work best for things like building up soil quality.
How it affects you
Farmers and gardeners who use plant biostimulants could see them become easier to use and sell, since they'd no longer face the same regulatory requirements as pesticides. Companies that make these products might find it simpler to get them to market. For most everyday people, the change mostly affects what's available at garden centers and how agricultural products are regulated behind the scenes.

Plant Biostimulant Act of 2025
This bill excludes certain plant biostimulants (i.e., substances, microorganisms, or mixtures thereof that support a plant's natural processes independently of the nutrient content) from regulation as pesticides under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).
Specifically, the bill excludes biological plant biostimulants (or those that are synthetic but structurally similar to substances of biological origin) from being classified as plant regulators, which are substances regulated as pesticides under FIFRA. Additionally, the bill excludes nutritional chemicals and plant biostimulants from being classified as nitrogen stabilizers, which are generally regulated as pesticides under FIFRA. The bill also establishes statutory definitions for plant biostimulants, nutritional chemicals, and vitamin hormone products.
The bill requires the Department of Agriculture to study and report on the types of plant biostimulants and practices of plant biostimulant use that best achieve certain results, such as increasing organic matter content.
