What this bill does

In plain words · AI-written from the official summary

Lets people buy into state Medicaid plans

This bill would let states offer a Medicaid plan that people could buy into, starting in 2026, if they don't already have health insurance or qualify for Medicaid. States could decide whether to offer this option and could set their own prices and cost-sharing amounts. The bill would also give states extra federal money if they expand Medicaid to cover more people, and it would require state Medicaid programs to cover sexual and reproductive health services, including abortion.

How it affects you

If your state chooses to participate, you could potentially buy into a Medicaid plan if you're uninsured and don't qualify for regular Medicaid, giving you another coverage option. People in states that expand Medicaid could gain access to that coverage. The changes to what services Medicaid must cover would affect people enrolled in state Medicaid programs.

State Public Option Act

This bill allows residents who are not already eligible for Medicaid and not concurrently enrolled in other health insurance coverage to buy into a state Medicaid plan beginning January 1, 2026, at the option of the state. State Medicaid programs may set premiums and cost-sharing requirements for such coverage in accordance with specified limitations.

The bill also (1) provides the enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) to every state that expands Medicaid coverage for individuals who are newly eligible under the Patient Protection and Affordable Care Act, regardless of when such expansion takes place; and (2) requires state Medicaid programs to cover comprehensive sexual and reproductive health care services, including abortion services.
