This Act may be cited as the Buy-to-Budget Flexibility Act.

Section 3069 of title 10, United States Code, is amended— (1) in subsection (a), by striking if that head of an agency and all that follows through a complete end item; (2) by striking subsections (b) through (d); and (3) by redesignating subsection (e) as subsection (b).
