Introduced in Senate

A bill to impose sanctions with respect to foreign persons that have facilitated Israeli settlement construction in the E1 area of the West Bank.

SEC. 1. FINDINGSTrack this section →

Congress makes the following findings: (1) The United States supports Israel’s right to safety and security and the Palestinian people’s right to freedom and self-determination. (2) Actions taken by any party that undermine the prospect of lasting peace between the Palestinian and Israeli people undermine the security interests and foreign policy objectives of the United States, including the construction of Israeli settlements in the West Bank, such as the E1 area, which are inconsistent with international law. (3) On August 13, 2025, Israel’s Higher Planning Council approved the construction of 3,401 housing units in the E1 area of the West Bank, which, if completed, would sever Palestinian territorial contiguity and threaten the viability of a future Palestinian state.
