What this bill does

In plain words · AI-written from the official summary

Directs Pentagon to favor arsenals in military contracts

The bill sets up a five-year test program where the Department of Defense would prefer to work with private contractors that use government-owned Army arsenals (weapons manufacturing facilities) in their bids. When private companies bid on defense contracts without using a government arsenal, the Pentagon would add 20% to their price to make government-arsenal partnerships more attractive. The Pentagon would also favor contractors that use the Army's Advanced Manufacturing Center of Excellence and ensure at least 25% of the work goes to government employees.

How it affects you

This would mainly affect defense contractors and the people who work at government arsenals. Government arsenal workers could see more consistent workload and job security if the preference for using their facilities leads to more contracts. Private defense contractors bidding on Pentagon work might need to partner with government arsenals to stay competitive on price.

Under the program, DOD must add 20% to the price of the bid of non-public partners that do not use a government-owned arsenal.

DOD must also give preference to non-public partners that utilize the Advanced Manufacturing Center of Excellence of the Army and ensure not less than 25% of the activities under the partnership are performed by DOD employees.
