(a) Regulations Not later than 1 year after the date of enactment of this Act, the Secretary of Health and Human Services shall promulgate regulations necessary to carry out this Act and the amendments made by this Act, including standards for home care worker qualifications and agency enrollment. (b) Effective date The amendments made by this Act shall apply to home care services furnished on or after the first day of the first plan year beginning more than 2 years after the date of enactment of this Act.
