In this subtitle: (1) Plan The term Plan means the plan required under section 12202(a). (2) Secretaries The term Secretaries means the Secretary of Agriculture and the Secretary of the Interior. (3) Secretary concerned The term Secretary concerned means— (A) the Secretary of Agriculture, with respect to National Forest System lands; and (B) the Secretary of the Interior, with respect to public lands.
