(a) Repeal Section 138 of the Clean Air Act (42 U.S.C. 7438) is repealed. (b) Rescission The unobligated balance of any amounts made available under section 138 of the Clean Air Act (42 U.S.C. 7438) (as in effect on the day before the date of enactment of this Act) is rescinded.
