Not later than 30 days before the date on which a partnership is entered into with a country or entity under the program, the Director shall— (1) consult with and notify the appropriate congressional committees regarding the proposed partnership; and (2) provide to the appropriate congressional committees an in-person briefing regarding the partnership.
