The Assistant Secretary for Education and Cultural Affairs shall conduct a study on how to expand and sustain the program established by section 202(a) in the future so that it builds partnerships with private sector, manufacturing entities, the Department of Labor, the Department of Commerce, and labor organizations, which may be conducted in consultation with the Secretary of Labor, the Secretary of Commerce, Manufacturing USA, relevant Federal departments and agencies, and labor organizations.
