It is the policy of the United States to eliminate materials sourced from the People’s Republic of China from supply chains necessary for the production of both commercial and military ships through a comprehensive effort, in coordination with allied and partner countries where appropriate, that includes— (1) relevant knowledge transfer to and skillset development of a shipbuilding labor force in the United States; (2) securing direct investment in United States shipyards by allies and partners; and (3) the development of a coherent long-term strategy to diversify shipbuilding supply chains and expand domestic shipbuilding capacity, incorporating all relevant Federal agencies and departments.
