Paragraph (2) of section 2009(f) of the Homeland Security Act of 2002 (6 U.S.C. 609a(f)) is amended— (1) by redesignating subparagraphs (A) through (G) as subparagraphs (B) through (H), respectively; and (2) by inserting before subparagraph (B), as so redesignated, the following new subparagraph: (A) ensuring grants awarded under this section are, notwithstanding any other provision of law, awarded in advance, and not on a reimbursable basis;.
