For purposes of this Act, the following definitions shall apply: (1) Secretary The term Secretary means the Secretary of Housing and Urban Development. (2) Youth and young adults The term youths and young adults means individuals who are— (A) 18 years old or older but are not older than 30 years old; or (B) emancipated minors under applicable State law.
