Section 243(d) of the Immigration and Nationality Act (8 U.S.C. 1253(d)) is amended— (1) in the heading, by inserting or failing to meet NATO obligations after Accepting Aliens; (2) by striking Attorney General each place it appears and inserting Secretary of Homeland Security; (3) by inserting after the alien under this section, the following: or that the government of a foreign country that is a member of the North Atlantic Treaty Organization does not spend at least 2 percent of its gross domestic product on national defense,; and (4) by striking Secretary that and inserting Secretary of State that.
