Section 3622 of title 39, United States Code, is amended— (1) in subsection (b), in the matter preceding paragraph (1), by inserting, and all of which shall be applied to each class or type of mail service and product after others; and (2) in subsection (c), in the matter preceding paragraph (1), by inserting after such system, the following: or when evaluating whether a class or type of mail service or product complies with the applicable provisions of this chapter and the regulations issues under such provisions,.
