Not later than 180 days after the date of enactment of this Act, the Administrator of the United States Agency for International Development, or its successor, and the Secretary of Health and Human Services shall each complete a plan for the implementation of the provisions of this Act, and the amendments made by this Act, that are applicable to such Secretary and shall issue a request for proposals, if applicable. The Administrator of the United States Agency for International Development, or its successor, and the Secretary of Health and Human Services shall each implement the applicable provisions of this Act by not later than 18 months after the date of enactment of this Act.
