Section 1717(a) of title 38, United States Code, is further amended by adding at the end the following: (4) Except as provided in subparagraph (B), on the first day of each fiscal year, the Secretary shall increase the dollar amounts in effect under subsection (a)(2) by a percentage equal to the percentage by which the residential home cost of construction index established under section 2102(e)(3) of this title increased during the previous fiscal year. In the event that such index does not increase during such period, the Secretary shall maintain the dollar amount in effect under subsection (a)(2) during the previous fiscal year..
