Section 304(g)(1) (16 U.S.C. 1854(g)(1)) is amended— (1) in subparagraph (B), by inserting a scientific and statistical committee and after establish; and (2) by amending subparagraph (C) to read as follows: (C) for stocks of fish not managed pursuant to the Atlantic Tunas Convention Act of 1975 (16 U.S.C. 971 et seq.), develop annual catch limits that may not exceed the fishing level recommendations of the scientific and statistical committee;.
