Section 203 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. section 5133) is amended as follows: (1) In subsection (b)— (A) by striking “may” and inserting “shall”; and (B) by inserting related to a major disaster declaration in the previous 4 years and after measures that are. (2) In subsection (c) by striking may and inserting shall. (3) In subsection (g)— (A) in the matter preceding paragraph (1), by striking 7 years and inserting 4 years; (B) by striking the semicolon at the end of paragraph (10) and inserting; and; (C) by striking; and at the end of paragraph (11) and inserting a period; and (D) by striking paragraph (12). (4) In subsection (i)(1)— (A) by striking may and inserting shall; and (B) by striking equal to and inserting that is not less than 3 percent and not more than.
