Establishment

There is established a corporation to be known as the National Infrastructure Investment Corporation (in this Act referred to as the Corporation), which shall be a Government corporation as defined in section 103 of title 5, United States Code, whose purpose shall be to finance infrastructure projects that are beyond the financing capabilities of States and cities, including— (1) prioritizing projects in a fair and efficient manner; and (2) minimizing financial costs to the Federal Government.
