Treatment of bunkering

Section 3 of the Natural Gas Act (15 U.S.C. 717b) is amended by adding at the end the following: (g) Bunkering For purposes of this section, the bunkering of natural gas for use by the receiving vessel as marine fuel shall not be considered an export unless the transfer of such natural gas to the receiving vessel occurs in the territorial sea or inland waters of a foreign country, regardless of the flag or country of registry of either vessel..
