In this Act: (1) Scenic area The term scenic area means a scenic area designated by section 7(a). (2) Secretary The term Secretary means— (A) with respect to land managed by the Bureau of Land Management, the Secretary of the Interior; and (B) with respect to land managed by the Forest Service, the Secretary of Agriculture. (3) State The term State means the State of California. (4) Wilderness area The term wilderness area means a wilderness area or wilderness addition designated by section 3(a).
