Report to Congress

Not later than 1 year after the date of enactment of this Act, the Secretary of Transportation shall submit to Congress a report containing— (1) the results of the investigation under section 2; (2) the results of the study under section 3; and (3) any recommendations to— (A) address price gouging, unfair practices, or unreasonable toll price setting; and (B) carry out the purchases and transfers described in section 3.
