(a) Establishment The Secretary shall establish a Bureau of Human Resources, which shall perform such functions related to the recruitment, training, and retirement of personnel of the Department, as the Under Secretary for Management may prescribe. (b) Head The Assistant Secretary for Human Resources shall be the head of the Bureau of Human Resources.
