Notwithstanding any other provision of law, section 20109(a) of subtitle A of title II of the Violent Crime Control and Law Enforcement Act of 1994 (34 U.S.C. 12109(a)) and section 506(b)(1) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10157) shall not apply to amounts made available by this or any other Act.
