None of the funds made available by this Act may be used to issue, implement, administer, or enforce a proposed or final rule or secretarial action regarding the South Atlantic red snapper stock that includes a quota decrease, area closure, or any other action that would limit access to the Snapper Grouper Fishery of the South Atlantic Region to address overfishing of such stock until the date on which a third-party scientific review regarding whether the report entitled SEDAR 73, South Atlantic Red Snapper, Stock Assessment Report (March 2021) is the best scientific information available for purposes of the Magnuson-Stevens Fishery Conservation and Management Act (16 U.S.C. 1801 et seq.) is completed.
