Notwithstanding section 101, amounts are provided for The Judiciary—Courts of Appeals, District Courts, and Other Judicial Services—Defender Services at a rate for operations of $1,534,910,000: Provided, That such amounts may be apportioned up to the rate for operations necessary to make payments due under section 3006A of title 18, United States Code.
