Rule of construction

Nothing in this Act or, any amendment made by this Act, shall be construed to prevent the maintenance and funding of— (1) any Equal Employment Opportunity office of the Government of the District of Columbia as historically organized and operated; or (2) an office of the Government of the District of Columbia enforcing the Americans with Disabilities Act of 1990 (42 U.S.C. 12101 et seq.) or similar programs or offices as historically organized and operated.
