In this Act: (1) Institution of higher education The term institution of higher education has the meaning given to such term in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001). (2) Racial and ethnic minority group The term racial and ethnic minority group has the meaning given such term in section 1707(g) of the Public Health Service Act (42 U.S.C. 300u–6(g)). (3) Secretary The term Secretary means the Secretary of Health and Human Services. (4) Thyroid disease The term thyroid disease means— (A) disorders and abnormalities of thyroid gland function; and (B) abnormalities of thyroid structure, including thyroid nodules and thyroid cancer.
