Section 30307 of title 51, United States Code, is amended— (1) in the section heading, by striking analysis and inserting estimate; and (2) in subsection (b)— (A) by striking Before any funds may be obligated for implementation and inserting After the Administrator completes the preliminary design review; (B) by striking analysis and inserting estimate; and (C) by inserting after the first sentence, No funds may be obligated for implementation of the project before the Administrator reports the results of the life-cycle cost estimate to Congress..
