Authorization of appropriations for tank car research and development

There is authorized to be appropriated to the Administrator of the Pipeline and Hazardous Materials Safety Administration, $5,000,000, which shall be used for expenses relating to the development of— (1) stronger, safer tank cars and valves for tank cars; and (2) other tank car safety features.
