(a) In general Section 319(b)(2) of the Federal Power Act (16 U.S.C. 825q–l(b)(2)) is amended by striking The Commission may and inserting The Commission shall. (b) Rulemaking Not later than 180 days after the date of enactment of this Act, the Federal Energy Regulatory Commission shall promulgate a final rule to provide compensation under section 319(b)(2) of the Federal Power Act (16 U.S.C. 825q–1(b)(2)), as amended by this section. Under such rule the Commission shall require that each intervenor or participant file a disclosure form of earned and unearned income to identify conflicts of interest. Such form shall not be overly burdensome.
