(a) Authorization of appropriations There is authorized to be appropriated $100,000,000 for the period of fiscal years 2027 through 2036 for carrying out sections 3(b), 4, and 6. (b) Availability of appropriations Amounts authorized to be appropriated by subsection (a) are authorized to remain available until expended.
