Promoting human flourishing in foreign assistance

(a) In general The Secretary of State may not award any grant to a nongovernmental organization or international organization if the Secretary determines such award is not in compliance with the rule entitled Protecting Life in Foreign Assistance published in the Federal Register on January 27, 2026 (91 Fed. Reg. 3319 et seq.). (b) Compliance Notwithstanding any other provision of law, the Secretary of State may not award any grant to a nongovernmental organization or international organization if the Secretary determines such award is not in compliance with the rules published in the Federal Register on January 27, 2026, entitled— (1) Combating Gender Ideology in Foreign Assistance (91 Fed. Red. 3332 et seq.); and (2) Combating Discriminatory Equity Ideology in Foreign Assistance (91 Fed. Reg. 3345 et seq.).
