None of the funds made available by this Act may be used to facilitate the transfer of air traffic systems or equipment identified in subparagraphs (A) through (C)) of section 44502(e)(3) to the Administrator unless such systems or equipment was purchased by the transferor airport on or after October 5, 2018, and was purchased with assistance from a government airport aid program, airport development aid program, or airport improvement project grant: Provided, That, except as otherwise provided in the previous proviso, none of the funds made available by this Act may be used to facilitate the transfer of air traffic systems or equipment identified in section 44502(e)(3) to the Administrator unless such systems or equipment were purchased by the transferor airport on or after October 1, 2024.
