None of the funds made available by this Act may be used to purchase, install, maintain, or operate automated traffic enforcement speed cameras for purposes of red-light enforcement, speed enforcement, or stop sign enforcement: Provided, That this restriction shall not apply to automated traffic enforcement cameras used solely for the purpose of monitoring and enforcing traffic laws in school zones designated under State or local law: Provided further, That this restriction shall not apply to automated traffic enforcement cameras used solely for the purpose of monitoring compliance with traffic laws for the protection of crew members engaged in highway maintenance, construction, or utility work within active work zones.
