The amounts made available or subject to an obligation limitation in this Act or in title VIII of division J of the Infrastructure Investments and Jobs Appropriations Act (Public Law 117–58) for grant administrative expenses under chapter 4 of title 23, United States Code, may be used to provide technical assistance to grantees implementing highway traffic safety grants.
