The Secretary is authorized to transfer up to 10 percent or $5,000,000, whichever is less, of funds appropriated for any office under the headings Administrative Support Offices or Program Offices to any other such office under such headings: Provided, That the Secretary shall provide notification to the House and Senate Committees on Appropriations 5 business days in advance of any such transfers: Provided further, That no appropriation for any such office shall be increased by more than 10 percent as a result of such transfer or transfers.
